^That is true in terms of Truxton/Tatsujin, where they do draw the line at 10mil. But it varies for other games.
For example, the score counter does actually stop and remain at 9,999,990 on XXMission. But here's a photo of Mills' Raiden Fighters 1 counter stop that actually begins from 0 again, so his score appears something like;
