The guy's name who got the new Ika Hi score is QT Nanmin Gakki.
'Nanmin' means 'refugee'. 'Gakki' can mean a few things, but it's probably 'anniversary every month on the day of the event'. For example, he got the score on June 18th, so on the 18th of every month he (or whoever) will remember it. That's sorta what that would mean. 'Gakki' can also mean a musical instrument, and I think some type of army general in the Chinese army. It's difficult to tell for sure as it's written in hiragana rather than kanji.
